Strategies for scaling up and sustaining SURWEB are built into the organizational and implementation steps of the project.  SURWEB has commitment for support from regional agencies and continues to leverage the support of state agencies.  The project continues to build a community of learners and to solicit sources of support that are compatible with a non-profit, public educational and open source software model.
