Partnerships and consortium building is at the heart of the SURWEB dissemination and scale-up strategy.  The Southeastern Utah Education Service Center is one of 4 regional agencies and initially worked with its existing consortium of service centers in Utah and their existing schools and districts. In addition to the four educational service centers, the original SURWEB consortium grew from the following agencies: WestEd (San Francisco); Southern Utah University (Cedar City, UT); the Utah State Office of Education, in particular the Curriculum and Instruction Division; Utah Education Network (UEN), the state organization for Internet coordination; National Parks in Utah; Utah State Parks; local museums, represented by the Office of Museum Services (Salt Lake City); Dinosaur National Monument; local Parent Teacher Associations; and local Indian Councils and Agencies.  U.S. West, Novell, and the Utah Travel Council represent business members in the consortium. 

The partnerships continue to grow.  In the state of Utah, the Utah Education Network shares its multimedia collection of over 5,000 images of Utah with SURWEB users. In 1999, SURWEB partnered with the Utah State Office of Education to add SURWEB to a menu of educational technology strategies that are presented in trainer-of-trainer workshops for Utah teachers.  In addition, the Utah State Office of Education provides quality assurance for Learning Segments to make sure that they are aligned with the state core curriculum.

In 2000, SURWEB has expanded its consortium to include partners outside the state of Utah. In order to enrich its content offerings, SURWEB partnered with the Library of Congress to link The American Memory: Historical Collections from the National Digital Library.  Similar partnerships with Internet content providers are in negotiation.
