Professional Development workshops and training was key in building the user base for SURWEB in Utah.  The project built an identity as a reliable and easy-to-use enhancement to the classroom. The enthusiasm of SURWEB-using teachers spread the use of SURWEB school-by-school and teacher-by-teacher in Utah.  This core strategy for spread yielded exponential growth in users, time on line, diversity of use, and teacher and student contributions to the SURWEB archive.

In addition, the SURWEB Advisory Board, consisting of technology specialists, educational policy experts, researchers, business people and educators offers important advice and opportunities for scaling up the project.   Local university involvement also builds capacity for SURWEB.  One of the benefits of working with the local university researchers is that a pool of evaluators is now available for continued formative work with the SURWEB project.  Publication of research builds opportunities to inform educators about the benefits of SURWEB and other knowledge-based multimedia work in the classroom. 

The participation by SURWEB as the lead facilitators for the Western Cluster, a consortium of Challenge Grant grantees in the Western States, was an important way to build national contacts and networks.  The opportunity to participate in the Western Cluster has lead to additional content and technical partners that contribute to the dissemination and scale of SURWEB.
